Introduction to the Course (including objectives andrequirements)

As a Specialized Optional Course for the masters, thiscourse is to be taught in English. The course aims to give a comprehensiveintroduction to the basic theories and analysis methods of the HighwayOperation and Management, and the institutions and essential technical featuresof the planning, design, construction, operation and management of highways,enables student to master Strategies, tools and techniques which can help themanagement and operations of highway, including themanagement of highway in the groundtransportation network, road improvement (linear geometry and safetyinstallations), Performance Monitoring and Evaluation, Lane regulation, RampManagement and Control, Emergency Management, Traffic information disseminationand so on. The discussion in class focuses on the following aspects: Trafficmonitoring, release and induction of traveler information, TransportationDemand Management and Traffic Incident Management.

Combined with the basic knowledge of Highway Operationand Management, this course will improve students’ specialized knowledge andEnglish ability in an all-round way. The following aspects will be emphasizedin the course:

1. The ability to analyze the problems of HighwayOperation and Management: discussion will be held in class and students arerequired to answer the basic questions by the knowledge learned in class.

2. The ability to consult research data and writeliterature; students will be directed to consult related literature and writethe thesis.

3.The abilityto read English literature, write and express: by making students read a greatamount of English literature, the course will improves students’ readingability. Students are to write a thesis in strict line with the format of SCI.The format of English thesis will be discussed in class; students ought toattend at least one English discussion in class.

4. Teamworkability: students are required to finish certain task in a group, and differentgroups will have competition, which can cultivate students’ teamwork spirit.

Introduction to the Main Instructor:

Xia Jingxin, Ph.D., associate professorgotmaster’s degree from the school of Traffic Information Engineering &Control, Southeast University in March, 2002; got the doctor’s degree fromSchool of Civil Engineering, University of Kentucky in July, 2006; worked asthe Assistant Scientist in school of Civil and Environmental Engineering,University of Virginia from October, 2006 to July, 2008. Has been devoted tothe teaching and research of Traffic Operations and Management; main researchdirection focuses on : ITS, traffic flow theory, Intelligent traffic managementtechnology; Published more than 20 papers (Accepted papers included) in theInternational Core Journals and important international conference, 8 of whichcan be searched by SCI ,preside over many key research items made by FederalHighway Administration, the Ministry of Communicationsof Kentucky and so on; a committee member ofASCE; worked as a reviewer for many internationally renowned conference andInternational Core Journals like Journalof Transportation Engineering and Transportation Research Record
